Teru Teru Bozu means literally a "shiny-shiny monk". In Japan, it's a traditional hand-made doll of white paper. You can hang it outside of your window by a string. This doll is supposed to bring good weather and prevent a rainy day. If you're hanging it upside down - with his head pointing downside - you're doing the opposite and you'll get a rainy day.
It was used by farmers in premodern Japan often but still today you can see those popular dolls around in Japan.
